I was in the Air Force and had) a driver's license in Alabama (my home state and I wanted to renew my license in Alabama. I Cried here, and they sent me the documents to Washington (target) and then I filled the forms back to Alabama and from e-mail in a few weeks. The new license only say "valid without photograph or signature." At least that's how I've done.
